'Monolithic': Council puts brakes on plans for 66 Dublin apartments

Controversial plans to build an eight-storey apartment block on a former Gowan Motors dealership site in south Dublin have been shot down by Dublin City Council.

It said the planned apartment block on Merrion Road “would be monolithic, and visually dominate and harm the streetscape”.

The development was planned by a company controlled by Lioncor Developments, a joint venture between Alanis Capital and Oaktree Capital.

The proposed apartment block on the prominent site, which would have contained 66 units, had prompted opposition from local residents.

The National Transport Authority (NTA) told the council that the proposed development would be premature, given that the agency’s plans will probably require the future acquisition of part of the site to facilitate the Blackrock Core Bus Corridor and the East Coast Trail cyclepath.

Dublin City Council rejected the plans on a number of grounds. “The proposed development would be an incongruous insertion into the streetscape,” it said.

It pointed out that the Gowan site is directly affected by the two planned infrastructure developments which were raised by the NTA. “The delivery of the NTA projects will require land acquisition from the subject site, the full extent of which is not yet known,” it noted.
