Men accused of keeping missing woman locked up half-naked in a cage for months

Two men have been charged with kidnapping a woman and keeping her locked up half-naked in a cage.

James Phelps, 58, and Timothy Norton, 56, have been accused of holding 33-year-old Cassidy Rainwater captive after she vanished in late July and was reported missing on August 25, Daily Mail reports.

The pair were arrested after police received a tip-off with a photo of the victim being held against her will while partially nude, court documents obtained by KTVI showed.

It has been reported that the last known person that was believed to have seen missing Rainwater was Phelps – who was first questioned by police at his home in Labanon on September 1.

He told the investigator that he had been letting Rainwater stay with him until she could get back on her feet and relocate to Colorado, reports the New York Post.

He claimed that she left his home in the middle of the night around a month before and met someone in a vehicle at the end of his driveway.

But detectives noticed the property appeared to have been "stripped" and that there was nothing that belonged to Rainwater inside the home.

It was reported that investigators obtained a search warrant for Phelps' phone and discovered seven perverted photographs on the phone that the tipster had described.

Detectives were able to identify Timothy Norton as being connected to the case, who then confessed that Rainwater was being caged at the property.

He admitted to restraining the woman at Phelp's residence on July 24.

The pair have both been charged with kidnapping, facilitating a felony, inflicting injury and terrorizing, court records show.

It has been reported that the pair are being held without a bond and are next set to appear in court on October 5.

Authorities are yet to release an update on Rainwater's whereabouts but have said that there is no ongoing danger to the public.
